Plans, organizes and directs activities of the Public Works, Inspections and Parks Departments. Services include the construction, maintenance, and repair of city streets and storm drains, utility system, buildings and ground maintenance, and parks. Responsible for strategic goals and objectives budget administration and ensuring the public works division provides quality services to citizens.
•Plan and direct the activities of all assigned personnel through one or more subordinate supervisors.
•Formulate and enforce department rules, regulations, work methods and procedures.
•Perpetuate Public Works improvements and projects.
•Initiate and/or assist in the acquisition of grants, easements, etc.
•Determine the resources needed for approved projects.
•Review work activities to ensure efficient and safe operations and conformance with established State, County and City standards, regulation and policies.
•Prepare budget estimates; control the expenditures of department funds, including planning and budgeting for future Public Works activities.
•Establish an adequate system of reporting from subordinates to assure necessary control information.
•Evaluate services rendered in relation to cost versus benefits derived and continuing need.
•Attend various hearings, Council meetings, Planning and Zoning meetings, civic and business meetings on behalf of the Public Works Department.
•Coordinate maintenance on municipal buildings, parks and park equipment. Followup on complaints from citizens as well as complaints from employees.
•Maintain a good working condition with the public sector and with the supervisors and all employees.
•Oversee operations in maintenance shop.
•Four year degree in engineering or related field.
•Valid Class “C” Texas Driver’s License with acceptable driving record.
•5+ years of management, supervisory and budgetary experience or any equivalent combination of education, experience and training thatprovides the required knowledge, skills and abilities..
•Thorough knowledge of the fundamentals and accepted practices in municipal public works administration.
•Thorough knowledge of personnel and programs management principles and practices, including optimum use of human and material resources.
•Good knowledge of state and local laws and procedures relating to municipal public works and of municipal government administration and the role public works takes in that administration.
•Good knowledge of civil engineering theory, procedures and practices as they pertain to the design, construction and maintenance of municipal public works.
•Ability to formulate and implement a sound, progressive public works program and sustain operations.
•Ability to maintain responsibility for a variety of activities without regular direction.
•Ability to plan, direct and coordinate the work of subordinates.
•Ability to express ideas clearly and concisely, orally and in writing to groups and to individuals..
•Ability to establish and maintain effective working relationships with superiors, subordinates, contractors, engineers, property owners and the general public.
•Ability to secure compliance with construction plans, specifications and standards in a tactful yet effective manner.
